Introducing the
Wantirna South
Wantirna South is a 171-hectare site located approximately 25 kilometres south-east of the Melbourne CBD. The site is owned by Boral, and in June 2019, Mirvac entered into a Development Management Agreement with Boral to develop the quarry and brickworks site into a future masterplanned community that will encompass an extension of the Dandenong Valley Parklands.
The development of this site will require both the rehabilitation from its previous quarrying and brick production use and the rezoning and subsequent subdivision development works.
It is envisaged the community will comprise over 1,700 lots across a mix of housing typologies with a proposed Neighbourhood Activity Centre, and a 66-hectare extension of the Dandenong Valley Parklands into the site. In addition to the extensive parklands, the development will provide over 12-hectares dedicated as public open space for the local community to enjoy.
What is happening?
Works are now well progressed for the rehabilitation of the redundant north-west quarry in accordance with an existing Work Authority. The site is currently zoned Special Use Zone – Schedule 2, however in order to support the future community use, Mirvac is requesting rezoning of the site to a combination of General Residential and Mixed Use Zones through the submission of a Planning Scheme Amendment (PSA) to Knox City Council in June 2020. The area earmarked for the extension of the Dandenong Valley Parklands will retain its existing zoning and will be transferred to the State Government for ownership and management once delivered.
Since lodgement the amendment has evolved, with Mirvac incorporating feedback from various stakeholders such as Government, agencies and the community. In March 2024, the project was accepted into the State Government's Development Facilitation (DFP) Program. Mirvac is working with the State concurrently on both the rezoning of the site, and the first development plan application.
The ‘Boral Quarry’ site was identified as a Strategic Identification Site that could be suitable for future residential development in the Housing Strategy released by City of Knox Council in 2015. The proposed rezoning is consistent with the Government’s focus on delivering a diverse range of much-needed housing to meet the needs of emerging communities across the City of Knox local government area and beyond.

Following project visioning and technical analysis, Mirvac submits Planning Scheme Amendment (PSA) to Council seeking to rezone the land.

Project accepted into State Government’s Development Facilitation Program (DFP) in which the Minister for Planning is appointed as planning authority for the PSA and the first Development Plan.

Lodgement and subsequent assessment of PSA and Development Plan by Planning Authority (including community consultation and public exhibition).

Planning Authority reviews submissions and provides recommendation to the Planning Minister.

If approved, subsequent Development Plans prepared and submitted.
