The Project

The Site

This proposed new Mirvac development is located at 191 George Street, adjacent to the Dandenong Valley Parklands, and is the largest remaining strategic redevelopment site within the City of Knox.

The approximately 171 hectare site  is situated 25km south east of the Melbourne CBD, less than 5km from two of the five ‘Significant Business Locations’ in Knox being being Scoresby- Rowville-Knoxfield and the Knox Central Activity Centre, as well as the Glen Waverley Activity Centre on Springvale Road (approximately 3 km west of the site). 

The Boral owned site has been used for clay extraction and the production of bricks since 1957; however, the site is now approaching the end of its extraction lifecycle. In 2019, Mirvac entered into a development management agreement with Boral, the landowner, to rehabilitate, rezone, and develop the site for residential and mixed-use purposes.

The Proposal

Mirvac recently submitted a Planning Scheme Amendment (PSA), seeking to rezone the site from Special Use Zone 2 (SUZ2) to a combination of General Residential Zone (GRZ) and Mixed Used Zone (MUZ) to facilitate new residential homes, active and recreational open spaces and a neighbourhood activity centre. The area earmarked for the extension of the Dandenong Valley Parklands (DVP) will retain its existing SUZ2 zoning whilst undergoing development, prior to being being transferred to the State Government for ownership and management . The PSA, along with the first Development Plan, has been lodged with the Development Facilitation Program (DFP), administered by the Department of Transport and Planning (DTP).

If approved, the PSA and first Development Plan will provide the site with a planning framework for future land use and development. These have been compiled with input from local stakeholders, special interest groups and relevant authorities. This is the initial stage of a long process. Future Development Plans and individual Planning Permits will build upon the existing framework and include further technical assessments and detailed design. Throughout these stages, there will be further community updates and opportunities to provide feedback.

Since 2019, Mirvac has worked with Council, local stakeholders and authorities on a proposal to deliver a project aims to provide a multitude of benefits to both new residents, and the existing local community. If approved, proposed benefits would include:

Subject to relevant approvals, the redevelopment of Wantirna South is predicted to drive local economic growth, bringing in:

Environmental Sustainability:

As one of the largest infill sites in Victoria uniquely located adjacent to the Dandenong Valley Parklands, there is an opportunity to not only develop much needed housing but also to revegetate an expansive area of parklands. If approved: 

• ~68 hectares of parklands will be rehabilitated and enhanced with healthy waterways, new wetlands, fresh planting and significant weed removal. This revegetated area will become an extension of the existing Dandenong Valley Parklands corridor. 
• The extensive revegetation will enhance the capacity and diversity of existing habitats, strengthening the region’s biodiversity. 
• Waterway health will be protected and improved by treating stormwater to best practice water quality guidelines, enhancing the Blind Creek corridor. 
• Remnant native vegetation will be largely retained, with an emphasis on planting of locally significant indigenous flora.
• High quality new pedestrian and bicycle networks will be created within the site, as well as strong connections to existing trails surrounding the site, encouraging active lifestyles. 
• Each Mirvac built home within the residential development will offer a minimum 5kW solar PV, provisions for electric vehicle charging and designs focusing on improved thermal efficiency and comfort, minimising the environmental footprint and lowering operational costs for home owners.
