What's happening?
Rehabilitation of the first existing quarry void is now complete, while minor earthworks are progressing on site in accordance with the relevant Work Authority requirements and anticipate to be completed in the coming months.
The site was previously zoned Special Use Zone for resource extraction. As the quarry reached the end of its extraction lifecycle, Mirvac submitted a Planning Scheme Amendment (PSA) to rezone the land to a combination of General Residential and Mixed Use Zones to support future community-focused uses.
The Victorian Government has approved the PSA, establishing the long term planning framework for the site’s redevelopment into a vibrant masterplanned community.
The first Development Plan for the north-west portion of site is currently under assessment by the Department of Transport and Planning (DTP).
This is the initial stage of a long process. Future Development Plans and individual Planning Permits will build upon the existing framework and include further technical assessments and detailed design. Throughout these stages, there will be community updates and opportunities to provide feedback.

The Process
The proposal has been shaped by over five years of engagement with Knox City Council, State Government, authorities and the local community. This has helped establish a shared vision for the urban regeneration of the former Boral quarry – repurposing the site into a welcoming, well-connected neighbourhood with expansive parklands.
In March 2024, the project was accepted into the State Government's Development Facilitation (DFP) Program, which appointed the Minister for Planning as the responsible authority for rezoning required to redevelop the land.
In October 2024, Mirvac submitted the PSA and first Development Plan concurrently through the DFP.
In May 2025, before making a decision about whether to proceed with the proposed Draft Amendment the Minister for Planning undertook to understand the views of affected parties. All submissions were reviewed.
In October 2025, a Priority Projects Standing Advisory Committee Hearing was held.
In February 2026, the Victorian Government approved the PSA, establishing the long-term planning framework for future land use and development across the site. The Minister for Planning was also appointed as the Responsible Authority for the first stage of development.
The first Development Plan is still being assessed by DTP, and next steps will involve further technical assessments and detailed design for future Development Plans across the remainder of the site.

Mirvac enters a Development Management Agreement with Boral to develop the site.

Following project visioning and technical analysis, Mirvac submits Planning Scheme Amendment (PSA) to Council seeking to rezone the land.

Lodgement and subsequent assessment of PSA and Development Plan by Planning Authority (including community consultation and public exhibition).

Planning Authority reviews submissions and provides recommendation to the Planning Minister.

Detailed reports are underway to inform the first planning permit application and detailed engineering and architectural design.

Subject to planning approvals, construction commences.
